I'm in charge of production for a wrestling company that operates out of an old movie theater, where we handle all music and video setups upstairs in the former projection room. We currently have a Roku TV that plays videos I've made for the wrestlers' entrances. However, I'm looking for a method to cast these videos to the TV from upstairs without relying on an HDMI connection. I'm open to any recommendations for programs or devices that can help me cast videos seamlessly to the Roku TV.

You might want to consider using a wireless HDMI kit if you’re close enough; these can sometimes be the perfect solution. Just keep an eye on potential audio/video sync issues if you're managing audio separately. Alternatively, if you're handy with tech, turning an old NUC or a Raspberry Pi into a mini-monitor that connects to an ad-hoc Wi-Fi network could also work well with software like OBS.
Raspberry Pi is definitely the way to go for this!
