I'm in the process of building a PC, but I just realized I don't have enough budget for a new GPU. I do have an older AMD GPU lying around, but I'm not sure of its exact specifications. Meanwhile, I've got a powerful Ryzen 9 5900X CPU. Will the old GPU work at all with such a good CPU? What kind of performance should I expect?

It really depends on what you mean by 'old.' If it's something that uses an AGP slot, then it won't even fit in your motherboard. However, if it's somewhere in the range of an R9 380 or similar, it should work. Just keep in mind, while it’ll run, performance might not be great, especially with newer games.
