If I log into iCloud.com, buy some storage, and my phone is still locked, will it automatically back up when it's charging and connected to WiFi? Also, since my phone isn't connected to WiFi right now, is there a way to use my Laptop to provide WiFi while it charges? I have a memory of reading about this somewhere.

No, it won’t back up while it’s locked. Once it’s reset and you’ve set it up with your iCloud account, it can back up if it’s charging and on WiFi. As for getting WiFi from your laptop, you could try creating a hotspot if your laptop is connected to the internet.
