I just built a new PC and have backed up all my important files from my old laptop onto an SSD that I want to use for my new installation of Windows 11. I'm wondering if there's a way to install Windows 11 on that SSD without losing my files. I can't create new partitions using the Windows installer because I need to format the drive first, which will wipe everything. Would running a Linux distro from a USB help me create a partition without losing my data?

Always great to back things up first! What format is your SSD set to? If it's NTFS, you should be able to partition it without too much trouble, but it's still risky without a backup.
