I'm considering buying a 32GB DDR4 RAM kit with two sticks to go along with my current 16GB DDR4 kit, both from the same brand. They have the same speeds, but I'm curious if this setup would work correctly. Will Windows or my PC act strange or throttle the speeds in any way?

Keep in mind that the RAM die manufacturer matters too. There are three main ones: Hynix, Samsung, and Micron. You can check your current RAM's model number with something like CPU-Z to see if they match up.
Good question! If the timing and voltage match, it might work, but there's no guarantee of stability. Mixing different RAM sizes can sometimes cause issues, so keep that in mind.
At best, you might not get the same speeds as before, and there's a chance of stability issues. It's often safer to use RAM kits that are closely matched.
For what it's worth, I run a 32GB and a 16GB kit from different brands without any problems. Just make sure everything else lines up!
If the brand, model, speed, and timings all align, your chances of avoiding issues improve significantly. It’s all about compatibility!
