If you're planning on doing a fresh install of Windows, it's likely okay to delete those partitions. Just remember that doing so could remove or break existing installations of Windows or other operating systems. It's definitely a good idea to back up any important files before you start messing around with your partition setup.
Only you can make the call on this. It seems like two of your drives may have once had an OS, and if you're aiming for a clean install, they might not be necessary. If you don't need to keep any files, you can go ahead and delete everything except Disk 4 (which looks like your installer USB). Once there’s just unallocated space on the drives, select where you want to install Windows and hit next. You can create new partitions for storage later after the installation is complete.
