I'm looking to upgrade my SSD because I need more storage, but I'm hesitant since I don't want to go through the hassle of reinstalling all my programs. Right now, I have an MSI MAG X570 TOMAHAWK WIFI AM4 motherboard with two M.2 slots. If I buy a Samsung 990 PRO 2TB SSD, can I just install it in the second slot, clone my existing drive over, and then swap it with my current main SSD?

Yes, you can definitely clone your old SSD to the new one! After cloning, just expand the partitions if needed, and then you can swap them. There are lots of tutorials online for how to clone an SSD, so just search for 'how to clone an SSD' and you'll find plenty of options.
There are some pretty amazing drive cloning tools these days. You can literally just push a button, wait a few minutes, and you’re all set! Definitely consider what GamerGuy mentioned!
If you already have a second M.2 slot available, why not just add the new SSD instead? It'd make things easier than swapping them around.
I thought about that, but I prefer to keep all my installations on one SSD for simplicity.
