Can I Use Any PCI-E Cable with My PSU and GPU?

I'm working with an Antec Eco NeoEco1000W power supply and need two PCI-E power cables: one for my motherboard and another for my GPU. Initially, I thought my PSU only had one cable, but I just found out it actually comes with four. However, can I use any PCI-E cable, or do they need to be compatible? Also, on the topic of power, I plan to connect 14 HDDs, but I only have three SATA cables available for twelve drives. Can I grab additional SATA power cables, and do they need to be specific to my PSU?
