I'm building a new PC and plan to reuse some older parts, including a 650W Gold power supply from 2018. Will this be enough to support an RTX 5070 Ti along with a 9700X processor?

Your 650W power supply should handle it, as the TDP for those components is 300W for the GPU and 65W for the CPU. However, make sure to check the power supply's brand and model to ensure it's reliable and within warranty.
While 650W is generally enough, keep in mind that the RTX 5070 Ti can spike above 350W in benchmarks, and NVIDIA recommends a minimum of 700W. It’s worth considering the PSU's age, especially since yours is around 7 years old.
