I recently installed Linux on my HP PC, but now I'm unable to boot into Windows. Initially, it started doing a disk check, but now whenever I try to select Windows from the boot menu, I just see a black screen with a movable cursor. What can I do to fix this?

You might want to try using the Windows Media Creation Tool to make a bootable Windows USB stick. Once it's created, boot from it and select the option for 'Startup Repair'. Your Windows installation should still be intact unless you specifically chose to overwrite it during the Linux installation. Sometimes, the Linux setup can mess with the Windows EFI partition. For future installations, it's a good idea to create a separate EFI partition for Linux to avoid these issues.
