I deleted everything in the ngc folder as recommended in some forums, but now I'm facing this login problem. Any advice would be greatly appreciated!

It seems like deleting that folder was a big mistake. Ideally, you should have turned off Windows Hello first and confirmed that your password was still working. I'm not sure why that step wasn’t mentioned in those forums. If you can, try repairing Windows with a tool like DISM first before going through with a full reinstall.
It sounds like you might have followed some questionable advice and corrupted some important system files. Unfortunately, the best route now might be to reinstall Windows. You'll need an 8GB or larger USB flash drive to create an installation drive using the Media Creation Tool from Microsoft's website.
