I bought several movies between 2009 and 2012 and ended up deleting them because they weren't great. Recently, I wanted to watch some of them again since it's been a long time. When I checked my purchase history on Apple TV, I found some of the titles I wanted to revisit. They were listed at $12.99, but when I clicked to purchase, it said I could buy them again for free—so I thought great, I'll give it a shot! However, I ended up being charged for all the movies I tried to get for free. I submitted a refund request through the reportaproblem site, but they closed my case without issuing a refund. Now I've effectively paid full price twice for movies I didn't even enjoy much. Who can I reach out to for help? The Apple website keeps redirecting me back to reportaproblem with no option for live chat.

Make sure to grab a screenshot of the prompt next time and try contacting Apple Support through Twitter or their support page directly. They might be able to help you better than the reportaproblem site.
It sounds like you might have had the HD versions, and then ended up buying the 4K versions instead. If you've already filed a refund request and appeal and they've shut it down, unfortunately, that's usually their final decision.
