I recently upgraded my GPU, but I'm still experiencing microlags and occasional FPS drops. Is it possible that my old CPU is the culprit here?

When you mention having a "bad CPU," do you mean it's failing or just that it's getting older? An aging CPU can definitely struggle to keep up with newer hardware, especially after a GPU upgrade.
It's a good idea to use a performance overlay to monitor what's causing your frame drops. Check if your CPU or GPU is maxing out, and also look at RAM usage. If your CPU is struggling, that could be the reason for the microlags.
I have a new GPU too, but I still have an old CPU and it's been causing similar microlag issues. It might be worthwhile to look into upgrading that CPU if you're serious about gaming.
