Dealing with Stutters on High FPS Setup: 6900 XT + 7600X

Hey everyone! I've just put together a new PC, but I'm running into some frustrating stuttering issues while playing older titles such as Rainbow Six Siege, GTA IV, and Assassin's Creed Brotherhood. Here are my specs:
- GPU: Radeon RX 6900 XT
- CPU: Ryzen 5 7600X
- RAM: 48GB DDR5
- PSU: 850W
- OS: Windows with DX12 installed
- Motherboard: B650 Gaming Plus WiFi
- Driver: AMD Adrenalin 24.12.1 (I tried updating to the latest driver but rolled back due to community advice)

I've got both V-Sync and FreeSync enabled, and while benchmarks show solid performance, I notice stuttering in gameplay even with high FPS. It feels more like frame pacing issues rather than actual drops in frame rate. I'm playing in exclusive fullscreen mode with fullscreen optimization turned on. I'm concerned there might be a more complex issue within my setup. Can anyone suggest some troubleshooting steps? Maybe specific settings in AMD Adrenalin, BIOS tweaks, or Windows adjustments that could help? Thanks in advance!

Have you enabled EXPO and ReBAR in your BIOS settings? Those can sometimes help with performance stability and frame pacing. It's worth checking if you haven't done that yet!
