Do I Need Additional Licenses for Windows Server 2025 Upgrade?

I'm looking for some guidance on licensing as I take over a client with a few servers. The client currently has two physical servers running Windows Server 2016 and 2019, with six VMs running on Windows Server 2012 R2. There's one active domain controller on the 2012 VM and they had another DC on a 2022 VM that was unlicensed. I need to upgrade their systems to Windows Server 2025 and I'm not sure if I need to purchase additional licenses aside from the server itself. I'm also aware I need to migrate their web server to an Azure VM, as it can't run on AWS due to vendor issues. My main confusion is around the User CAL licensing; will I need to get those with the upgrade? Any advice would be really appreciated!

Remember that the latest Windows Server licenses come in packs, usually covering 15 cores. If your server has more cores, you'll need to purchase more packs. For example, if you're running 18 cores, you'd need two packs. Just be mindful of how many VMs you're planning to run because a standard license usually allows for two VMs per host.
