I'm planning to install a second NVMe drive so I can dual boot Windows and Linux. Is there any need to format this drive in Windows or before I install Linux?

No need to format it! Just keep in mind, it's a good idea to disconnect your Windows drive while you install Linux. This way, the bootloader gets installed on the right drive without confusion from existing EFI partitions.
You don’t need to format the drive beforehand. Linux will handle the formatting with its own filesystems during the installation process.
I suggest using GParted to check the drive first. Create a new partition table in GPT format and leave it unallocated. The Linux installer will do the rest regarding partitioning!
