Does My Windows Server 2025 License Cover This Physical and VM Setup?

I have a 16-core Windows Server 2025 Standard license that I want to use. According to the licensing rules, I can run up to two Operating System Environments (OSEs). My plan is to install Windows Server 2025 on my physical server, enable Hyper-V, and then run one virtual machine (VM) with Windows Server 2025 as well. Basically, I'm trying to confirm if I can have one installation on the physical server and one VM, or if I need to switch to using Windows Server in Core/Hyper-V mode on the host to run two VMs instead.

You’re good! As long as the physical installation is just for managing your VMs, you can run 2 Windows VMs (one being the host and one being the guest) along with as many Linux VMs as you want. Just check out the licensing guide for confirmation; they detail this on page 4/5. You don’t have to stick with just Core mode for this setup either!
