Experiencing FPS Drops and Stutter with My New Build – Need Help!

I've been encountering some frustrating issues with my gaming rig. Although I can get high FPS in games, my frametimes are really inconsistent, leading to noticeable FPS drops. I've tried everything I can think of—almost all the suggested solutions I've found online—but nothing seems to fix the problem. In fact, I even returned all my components and bought a brand new setup, except for my M.2 SSD, and the issues persist.

Interestingly, I had some improvements while using AtlasOS, particularly after addressing a TPM issue, making my frametimes better in games like PUBG. However, after a clean install of Windows 11, things have actually gotten worse.

I've disabled hardware accelerated GPU scheduling and memory integrity, which seemed to help a bit, but the main problem still exists. Since my monitor has a 280Hz refresh rate, I capped my FPS at 277, but during drops, it falls to around 269-267. I really need suggestions at this point, or I might have to consider switching to an Intel setup!

I had a friend with a similar CPU who experienced random stutters due to a faulty unit. Maybe consider the possibility that your CPU could be defective as well, especially if you replaced it recently. Testing it with another CPU, if you have one, could provide some clarity.

This might sound odd, but check if you have any USB devices affecting your performance. I had a similar stutter issue that got fixed when I rolled back and updated my Bluetooth and USB drivers through Device Manager. Sometimes those Realtek drivers can cause problems, so it’s worth a shot!

Have you tried running your games on a completely clean installation of Windows? Basically, just install Windows and the necessary drivers, then load Steam and your games without any other software—no Discord, RGB control, or anything else. That might help track down if something in your system is causing the stuttering.
