I've noticed that when I load into games, my CPU usage spikes while my GPU usage drops, and then both return to normal levels. However, my ping remains really high, and I'm not sure why this is happening. My drivers are up to date, and I don't think it's a network issue since my Xbox playing the same games from the same spot has no ping problems. Can anyone help me figure this out?

It's actually pretty standard for CPU usage to spike when starting up games or applications, so don't worry too much about that. But if your ping is still high consistently on PC, it might be worth troubleshooting your network settings.
Just a heads up, even if you feel it's not a network issue, high ping is definitely related to your internet connection. Are you using WiFi or a wired connection? Sometimes switching to ethernet can make a big difference!
