Experiencing Stuttering Issues on My Gaming PC – Need Help!

I'm having some serious stuttering issues on my gaming PC, and I'm hoping someone can help me figure this out. Here are my specs: I have a Radeon RX 9070XT, a Ryzen 7 9800X3D (which I recently upgraded), an 850W power supply, and 64GB of Patriot Venom DDR5 RAM (2x32GB) running at 6000 MT/s. I'm using an MSI B650m Mortar WiFi motherboard.

I've noticed that my GPU usage is between 60-80%, but the game feels like it's running at only 50-60 FPS, which is really disappointing considering my setup. I also remember that my previous Ryzen 5 7600 reached temperatures of 85-95°C, while this new processor peaks at around 60°C. That seems like a pretty significant difference, right?

I've already reset my BIOS, updated all my drivers (Chipset, Processor, and GPU), and enabled EXPO, but nothing seems to be working. I'm currently playing at 14040p Ultrawide with Very High settings (no ray tracing) and FSR at 4 Quality. Please help!

Are you experiencing this issue only with specific games, like GTA V? Sometimes, it's game-dependent, and I'd narrow it down to see if it's a broader issue or just with one title.

I've got the same CPU, and I encountered similar issues across multiple games. Maybe it's an AMD-related problem, but it could be something else! Don't lose faith in AMD yet; we've just got to figure this out together.

It sounds like you might need to check a couple of things. Sometimes, ReBAR is disabled by default, so check your BIOS settings to see if you can enable it. Also, consider forcing the PCIe generation setting instead of leaving it on automatic; I've seen that help with similar issues in the past. Good luck!
