Gaming Stuttering Issue on New Ryzen 9800X3D and RTX 5070 Ti Build

Hey folks! I just built a brand new gaming PC and I'm encountering a puzzling problem: I'm experiencing constant stuttering during gameplay, even though my frame rates are pretty high. The stuttering begins small but quickly escalates into a constant issue just moments after launching a game.

Here are the specs of my build:

- **CPU**: Ryzen 7 9800X3D
- **GPU**: ASUS RTX 5070 Ti TUF Gaming OC
- **RAM**: 32GB DDR5 6000MHz CL30
- **Motherboard**: Gigabyte X870 Eagle WiFi 7
- **Storage**: Crucial T500 2TB Gen4 NVMe
- **PSU**: 1000W Gold
- **OS**: Windows 11 (fully updated)

I've made sure to enable both **EXPO** and **ReBAR** and have updated everything—Windows, GPU drivers, motherboard drivers, and even the BIOS. I turned off features like Xbox Game Bar and Game Mode, and I've kept my background programs in check. No overclocking either. The weird thing is, this stuttering issue appeared out of nowhere. I tried toggling **Global C-State**, but that didn't help.

At one point in **Fortnite**, I was getting around **600-750 FPS**, but now I'm struggling to even reach 600 FPS consistently, sometimes dropping to **20 FPS** in the worst cases, especially during intense moments. In **Valorant**, it's the same story; I notice it in the lobby and the practice range, though the average FPS remains high, the choppiness ruins the experience.

Interestingly, games like **GTA V** and **Cyberpunk** run smoother—though not as high FPS as benchmarks show for similar setups. Others have suggested looking at MSI Afterburner, but I was stuttering before I even installed it. I'm really at a loss here since everything seems to be set up correctly. Any help or suggestions would be greatly appreciated!

First, make sure your RAM is running with EXPO enabled and actually hitting that 6000 MT/s speed. Sometimes it can revert to lower speeds if there’s a mismatch in settings. If that looks good, you might want to recheck your GPU driver installation with a tool like Display Driver Uninstaller. Leftover files from old drivers can sometimes mess everything up.

Also, are your frame rates higher than your monitor's refresh rate? That could be a concern, especially if your setup is pushing so many FPS. If you’re hitting way above what your monitor can display, it might be causing some frame pacing issues.
