I recently sold my gaming laptop and performed a factory reset using the local Windows installation option since the cloud option didn't work. Unfortunately, it seems something went wrong with the files, and now the new owner can't sign into his account after setting it up. We've tried safe mode and even reset again using the cloud install, but that failed too — it couldn't connect to his network when he entered the Wi-Fi password. We went back to the local reset, but it's just stuck with the same problem. Any advice would be really appreciated!

You should create a bootable Windows installer on another computer. Then, boot from that USB drive, wipe the internal drive, and do a fresh install of Windows. That usually clears up any lingering problems.
Have you considered doing a clean install instead? I think that might fix the issues completely. It's often more reliable than a factory reset when things get messy.
