I accidentally wiped out all the notes in my iCloud account, thinking it would only remove them from my phone. The problem is, my dad's account is tied to my phone, and he needs access to all his passwords stored in those notes. Am I totally out of luck, or can I recover them somehow?

First off, if you have access to iCloud.com, you might be able to recover the notes from there. They typically stay in the recently deleted folder for 30 days. Just a heads up, the Notes app isn't designed to be a password manager, so you should think about using a password manager for the future.
That's a good point! Also, if the recently deleted folder is empty, resetting the passwords might be your best bet.
