I accidentally deleted all the notes from the Notes app on my dad's iCloud account, thinking it would only erase them from my phone. Now he's missing all his important passwords, and I'm in a panic. Is there any way to recover them, or have I messed things up for good?

Have you checked the 'Recently Deleted' section of the Notes app? Anything deleted stays there for 30 days, and you might be able to restore them from that folder.
You could also try sending a support ticket to Apple. Just a heads-up, though—they may tell you the same thing about recoverability if the notes are gone.
If those notes are really gone and you didn't back them up, then it's pretty much over. Time to consider using a password manager in the future to keep things organized and safe. They might save you from similar issues later!
You should log into iCloud.com and check if you can recover the notes from there. If I remember correctly, you have about 30 days to retrieve them before they are permanently deleted. Give that a shot!
