I recently upgraded my system from a Gigabyte B550 Aorus Elite AX V2 with a Ryzen 5 5600X and 32GB of 3200MHz RAM to a Gigabyte B850 Aorus Elite WiFi 7 Ice, Ryzen 7 7800X3D, and 32GB of 6000MHz CL30 RAM. My setup also includes an RX 9070 graphics card and an Asus TUF 850W PSU. Since the swap, my PC is barely functional. Apps take ages to load, games crash before they even start, and I'm getting only 10-20 FPS in DayZ. Even navigating the Windows home screen is laggy. I've updated all drivers, flashed the BIOS, and tweaked every conceivable setting. Temperatures for both the CPU and GPU sit comfortably between 30-40°C, and I even reinstalled Windows. I have no idea what to do next!

First things first, check the PCIe speed your GPU is operating at using the GPU-Z app. Make sure it’s set to the right version. Also, some motherboards have issues with CPU VDDSOC voltage. Try adjusting it to see if lowering it to around 1.20V helps.
It sounds like a major issue with your installation. You should definitely try reinstalling Windows from scratch. When moving to a completely new chipset, keeping the old OS installation can lead to all sorts of problems. Starting fresh might just resolve those stutters and crashes you're experiencing.
Are you using any riser cables for your GPU? If so, try removing them and connecting it directly to the motherboard. If your case makes that impossible, you might want to think about getting a more suitable case.
