Try reaching out on Apple's official support page. Just beware that their live chat can be pretty hit or miss. It's worth a shot, though, especially since you can't log in.

I used my real billing info, but I do use Starlink, which can change my location. Maybe that’s what caused the issue. How can they be so strict?
