Just to clarify, connecting your phone to those WiFi networks doesn’t really guarantee they're working for internet access since it could be using cellular data. Try turning on your phone’s mobile hotspot and see if your laptop can connect to it. If it can access the internet that way, it likely points to a problem with your original WiFi connection, but if not, it may be an issue with your laptop's wireless adapter.
