I received a Dell Optiplex 790 medium tower computer from my dad, which he bought about a year ago. It originally had no issues, but since it came to me, I've faced nothing but problems. Now it won't even show graphics from any GPU at all. The system does come with an integrated GPU that still functions, but it's an older Intel processor, so it isn't much better than the RX 480 graphics card that came with it. While the RX 480 used to work, it started having issues until it completely stopped responding. The motherboard isn't giving me any error signals—no beeping, no indicator lights, absolutely nothing. Every time I try to turn it on, the fans go to 100% right away, and that's it.

Have you tried booting the system with the RX 480 completely removed? Sometimes a graphics card can cause problems if it’s not seated properly or if there's a hardware conflict. It might help isolate what's going wrong. Just make sure your monitor is connected to the integrated graphics during this test, of course!
You might want to check if there’s a short circuit somewhere or if the motherboard has gone bad. It could be something simple, but if you’re not getting any beeps or lights, that often points to a motherboard issue. Double-check all your connections and maybe even reseat the RAM.
Yeah, I did remove the RX 480. It actually booted up fine without it, but my VGA cable broke, so I couldn't do much testing.
