Help! My High-End PC Keeps Stuttering in Games

I've been facing a frustrating issue with my new high-end gaming PC where it stutters during gameplay, and I'm out of ideas for fixes. Let me start from the beginning - about a month ago, I built this system with the following specs:

- CPU: Ryzen 5 7500F
- GPU: ASUS Prime OC RX 9070
- RAM: GOODRAM 32GB (2x16GB) 6000MHz CL30 IRDM Black V Silver
- PSU: Endorfy Supremo FM5 750W 80 Plus Gold
- Motherboard: Gigabyte B650 Eagle
- Cooling: SMX Snowy ARGB 360 3x120 mm
- SSD: Patriot 1TB Viper VP4300 Lite M.2 PCIe Gen4 NVMe

The stuttering is most noticeable while playing games like Atomic Heart and Hogwarts Legacy, where my frame data shows significant drops and weird lighting bugs. I've tried numerous troubleshooting steps: resetting BIOS to defaults, toggling EXPO/XMP profiles, reinstalling Windows 11, and even pulling and reseating my RAM and GPU. While some games like RDR2 run fine, others like Cyberpunk and DBD have stuttering issues despite solid benchmark results. I'm at my wit's end here! Any advice on how to fix this would be greatly appreciated.

Have you tried setting the PCIe generation in your BIOS to Gen 4 instead of leaving it on 'auto'? Sometimes, locking it can help with stability.
