I've just upgraded my phone and tried to use the iCloud backup switch, but I'm missing about half of my 11,000 photos! Here's the timeline of what happened: I went to Verizon, got my new phone, and was attempting to back up my old phone when the Verizon employee told me to take both phones home. I switched to the iCloud backup option on my new phone, and while some things seem fine, I just can't find a lot of my photos. Every time I try to back up the old phone, it only seems to add 30 photos at a time. The problem is that I've got to return the new phone in a couple of hours, so I really need to figure this out fast!

Have you tried backing up your old phone to a computer instead? After that, you can restore your new phone from that backup. Also, make sure both phones are connected to WiFi. Sometimes photos take longer to transfer, especially if you're moving a lot at once. If your iCloud backup was fully complete, it could just need some time to sync everything. If everything else has transferred okay, it might just be your photos that are lagging behind.
Just a heads-up, it can take a while for all of your data, especially photos, to back up completely. If you're doing this last minute, that can complicate things as iCloud tends to back up continuously rather than all at once. If you haven't already, consider using the direct setup method when switching phones, as that's usually much quicker!
