I recently bought a laptop, and for some reason, safe mode kept activating. After I disabled safe mode and booted up, I encountered the BitLocker screen asking for a key ID. I didn't want to deal with that, so I restarted but ended up at the same screen. I enabled safe mode again, but now it won't let me sign in because of the PIN requirement.
I tried logging in with my account, but I can't because it's asking for a passkey that doesn't exist. I also attempted to use my password, but it's requesting a phone number from another country that's outdated, and I have to wait a month to update that info. I can't access the BitLocker ID without signing in on the web, which isn't possible right now either.
I even tried resetting and formatting the PC, but those options are blocked as well. I'm at a loss here; what should I do next?

If you can boot into Windows or even Safe Mode, check the C:WindowsMinidump folder for any dump files. These logs can help pinpoint issues. If you find any, zip them up and upload to something like Catbox or Mediafire; just avoid sites that are often blocked. If you don't see any files, follow a guide on configuring small memory dump settings.
You could try downloading a Windows ISO from Microsoft's site. Use Rufus to create a bootable USB with that ISO. Make sure to change your BIOS settings to boot from the USB, and that should let you install a fresh copy of Windows. It's pretty straightforward and might solve the issue for you.
Honestly, I get where you're coming from. It can be really aggravating when you just want to log in and all these hurdles pop up. I agree with the other suggestions, but if none of that works, you might need some deeper assistance to bypass these limitations.
