Now it just keeps boot looping and occasionally shows 'Preparing Automatic repair,' but it won't let me enter recovery mode no matter what I try. Safe mode isn't working, and when I plug in a Windows installation USB to reinstall Windows, it refuses to boot from that too. I'm completely baffled and could really use some assistance.

It sounds like your laptop's drive might be causing the issue. If you can access the hard drive easily, try removing it and booting from the USB directly. A faulty drive can definitely mess things up like this.
