I was trying to fix a PC for my girlfriend's little sister. I was told it had "blue screened" but it actually got stuck on the Windows startup screen. I managed to get it booted into safe mode, everything seemed normal, so I factory reset it and reinstalled Windows. Now, it starts up and gets to the TUF gaming screen asking to press del or F2 for BIOS but then it just restarts and never goes beyond that screen. I've checked the BIOS and it recognizes the SSD, but I feel like I've done everything short of replacing each part. Any suggestions would be great! I've tried resetting the BIOS, loading defaults, resetting the CMOS (both via battery and jumpers), reseated the RAM, and tried different keyboards and mice.

Hey, if the Windows boot manager appears on your SSD, that’s a good sign! To reinstall Windows, you usually need to boot from an installation USB or disk. If you can't get past the BIOS, try changing the boot priority in BIOS to your USB drive. If you don’t have a USB prepared, you might need to create one using another computer.
In the BIOS boot manager, make sure your boot drive is indeed showing up. If it's recognized, double-check if any setup drives or disks are still connected. If everything looks good, I recommend trying to reinstall Windows again, but this time delete every partition you see during the setup process to avoid any leftover issues.
