Help! My PC Just Spins a Blue Loading Circle and I Can’t Access Anything

For the past week, every time I start my PC, I see a blue loading circle around my mouse cursor and can't access anything except the Windows + R shortcut and Task Manager. The only way to resolve this is to force shut down my PC and then turn it back on. Even after waiting for the blue circle to go away, I still can't access anything. Does anyone have suggestions to fix this? Thanks!

Interesting, so leaving your PC in sleep mode works fine? But turning it off causes issues? That’s odd! It seems like shutting it off and on again temporarily clears the issue. I also noticed that after a system restore, you ran into problems with '.NET Desktop Runtime' and a corrupted MSI. Maybe those missing files were contributing to the original problem? It’s frustrating when nothing shows up in Event Viewer.

This sounds like a wake issue with your PC, like something isn't starting up correctly after hibernation or shutdown. When you shut down, pay close attention to what it shows on the shutdown screen; that might give you clues about what’s not responding. You can also check the Event Viewer for any errors that might indicate what's causing the hang.

First off, does your desktop background show up when this happens? If you can access it, try running 'netplwiz' in the Run box; that might let you add another admin user. If you do this, you can log in with that new account to see if the problem persists. Just look for the option to create a user without a Microsoft account and set them as an admin.
