I recently replaced my old i7 13th Gen CPU under warranty because of some occasional voltage issues. Now that I've installed the new CPU, I'm facing a problem. When I hit the power button, the GPU and AIO fans start spinning faintly, the case fan only spins momentarily, the RAM LED strip lights up, but the AIO pump doesn't circulate any water. The PSU fan twitches but doesn't spin, and there are no error LEDs lighting up on the motherboard. The only change besides the CPU is that I'm using an HDMI output to a TV since I haven't unpacked my regular monitor yet. I've double-checked that all cables are seated correctly, tried with and without the graphics card, adjusted the HDMI connection, cleared the CMOS, and reseated the RAM. I don't have another machine to test the PSU or other components. I'm wondering if the issue might be a PSU failure or a dead on arrival (DOA) CPU. Here are my specs: Intel i7 13700k CPU, Asus Z690-I Strix Impact motherboard (with the latest BIOS), Corsair DDR5 Vengeance 2 x 16gb RAM, Fractal Celsius S24+ v2 cooler, AMD 7900XTX graphics card, and Gigabyte 850GM 850w PSU.

It sounds like you've done some serious troubleshooting already! First, make sure that the EPS12V CPU power connectors are properly connected to both the motherboard and PSU. Damaged pins in the CPU socket could also be a worry—check for any visible issues there.
You really should ensure your BIOS is up to date, especially before installing a new CPU, as compatibility issues can arise. Also, confirm that you have connected the 8-pin power cable for the CPU. Sometimes, components get knocked loose during a move, so double-checking everything is crucial.
I appreciate it! I checked, and I indeed have the latest BIOS. The CPU power cable is securely plugged in on both ends, but it still acts the same whether it's connected or not. I'm thinking about buying a new power cable to test. If that doesn’t work, I might need to get some professional help.

Thanks for the suggestion! I checked the CPU socket and didn’t see any damaged pins. I did notice a tiny bit of thermal paste contamination, but I've cleaned that up. The CPU power cable is connected, yet it’s not changing the behavior. Maybe it’s an issue with the cable or the socket instead.
