Help! My PC Won’t Boot and There’s a Red VGA Light

Hey everyone, my friend just built their first PC, but we're running into a major issue. When we power it on, there's a red VGA light glowing on the motherboard, and the monitor doesn't display anything—not even the BIOS screen. I've already tried a bunch of troubleshooting steps: re-seating the RAM, using just one stick of RAM (and I double-checked the slots according to the motherboard manual), testing both HDMI and DisplayPort cables, swapping out the GPU, and even removing the CMOS battery. I've powered the system with the monitor on and off, but nothing seems to work. I'm really at a loss here. I'd appreciate any advice or troubleshooting tips you might have. I'd just love to see it boot up!

Here are the parts we used:
- Case: HYTE Y70 Touch Infinite (has a GPU standoff and a touchscreen)
- Motherboard: Gigabyte B650 AORUS Elite AX
- GPU: Gigabyte Windforce OC GeForce RTX 4070 Super 12 GB
- CPU: AMD Ryzen 7 7700X 4.5 GHz 8-Core
- Memory: TEAMGROUP T-Force Vulcan 64 GB (2x32 GB) DDR5

Have you tried booting the PC without the graphics card? Sometimes using the onboard video on the motherboard can help isolate the issue. Just connect your monitor to the motherboard’s HDMI port instead and see if that works!

Quick question: do the fans on your GPU spin when you power up the PC? If they do, that's a good sign, but if they don't, it could indicate a problem with the GPU itself.
