I'm having trouble getting my PC to boot up properly. Here are my specs: CPU is a Ryzen 5 2600 (but I haven't tested it yet), GPU is a GTX 1650 SUPER (which works fine), motherboard is a Machinist B450 AM4, RAM is 2x8GB 2400Hz DDR4, and I've got a 500W 80+ Bronze PSU. My SSD is confirmed working too. When I turn it on, all the fans spin but there's no display and my USB keyboards aren't powering up either. The CPU heatsink doesn't get hot, which might suggest the CPU isn't doing anything? I've been turning it on by shorting the motherboard pins since I haven't installed it in the case yet.

It sounds like a few things could be going wrong. First, take a close look at the CPU socket for any signs of damage, and check the CPU itself for any bent pins. I recommend reseating both the memory and the GPU just to be safe. Also, make sure the display is connected to the GPU and check that the GPU is fully powered. Those 1650S usually need a 6-pin PCIe cable, just to confirm!
Is this a new build? If so, make sure you’ve got a CR2032 CMOS battery in the motherboard. I saw that the Amazon listing mentioned needing one. If you have a battery, try resetting the BIOS by removing it and then putting it back in.
Yeah, I did insert the CMOS battery and tried resetting the BIOS, but still no luck. This is my first time building a PC with these new parts aside from the PSU, GPU, and SSD.
Honestly, it could be a bunch of things. It might be the RAM, the motherboard, or even the CPU. Also, double-check that the CPU power cable is plugged in. It’s tough to pinpoint without doing some troubleshooting to rule things out.

Yep, I’ve got the CPU 4-pin and GPU 6-pin connected, and I reseated everything twice. The HDMI is going into the GPU, just like you said.
