Help! My PC won’t reset, says ‘no changes were made’

I've been dealing with a pesky pop-up virus that keeps opening the command prompt and redirecting me to a sketchy website claiming I'm using a VPN (which I'm not). Frustrated, I decided to reset my PC after backing up all my important files. However, the reset process always gets stuck at 13% whether I choose 'delete everything' or 'keep files only.' Then, I get a blue screen message that says 'no changes were made to the device.'

I even tried reinstalling Windows through the PC settings, but it keeps stopping around 60-75% with the same blue screen error. I've looked up solutions on YouTube, but nothing seems to help. Also, I made sure to free up some storage on my OS drive by uninstalling some programs (just from the program files folder), but that pop-up virus still tries to execute, showing an 'application deleted' message. In the command prompt, I keep getting 'access denied' errors. I just want to get this PC reset!

You might want to consider doing a full clean install of Windows instead of using the built-in reset feature. That method is pretty notorious for having issues and can corrupt the resetting process. A fresh installation from a USB drive could solve your problems much more effectively!

Wait, so to do that, do I have to format all drives, including the one with Windows?
