I came back from a trip and discovered my PC isn't shutting down properly after a power outage while I was away. When I try to turn off my PC using Windows, the fans ramp up to maximum speed and stay on, while the GPU and power lights remain lit. The computer operates fine once it's on, but shutting down seems impossible. I've already tried disabling fast startup, executing a forced shutdown from the command line, and performing a power reset by turning off the PSU and unplugging it, but nothing has worked. Any suggestions?

From what you've described, if your PC powers up immediately after the PSU is plugged in or switched on, it could indicate a faulty power supply unit. If you have access to a different PSU, it might be worth trying that out to see if it resolves the issue.
You might want to try holding down the power button for a good minute or so. I've had to do this with some work laptops, and it surprisingly worked each time. Just keep holding it down, and ignore what the PC does while you're pressing it. After a minute, see if it turns off completely, then try powering it back on normally.
This sounds a bit odd and could point to a problem with either the motherboard or PSU. Here’s what I’d recommend doing step by step: Disconnect any drives, remove the CMOS battery, disconnect the PSU, then power on the computer (just let it sit for about a minute). After that, reconnect the PSU and check if the issue still happens. If it does, consider testing with a new PSU.
