Help! My Refurbished Dell PC Won’t Turn On

I recently bought a refurbished Dell OptiPlex 7040 from a website, and it has a decent GPU, CPU, and motherboard inside. The issue is that it doesn't power on at all. I plugged it in, but there are no lights or sounds. I opened it up and found a wire that isn't connected to anything, but I can't figure out where it should go since there's no outlet nearby. The tech support for the site I purchased it from doesn't handle calls. Any advice on what my next steps should be?

First things first, check the back of your PC. Most power supplies have a switch; if it’s turned off, you won’t get any power. If that’s not the issue, I’d say it might be best to return it. Refurbished products can be hit or miss, and you might not want to risk further damage trying to fix it yourself. Just go for that return option.

I found that button on the back, but pressing it didn’t do anything!
