We're running into an issue with our public library browser kiosk. Randomly, it shows a popup saying 'This action is not allowed by your system administrator.' We have very few group policies applied to these computers, mainly just for WSUS, and smart app control is turned off. I'm not sure why this is happening. Has anyone else encountered this problem?

I've noticed the same issue on a few kiosks too, but I've yet to find a solution. It's frustrating!
It sounds like you might need to provide more details about the setup. Has this kiosk ever worked without issues? If so, did anything change around the time it started acting up? If it’s always had this issue, how was it set up initially? We really need more context to help out effectively.
Have you checked if you're using Intune? That could be a factor. Additionally, there might be specific rules affecting Edge. Keep in mind that if the kiosk has been removed from the domain, previous rules may still affect it. I recommend looking at the event viewer immediately after the error occurs to get more info on what's being denied.
I don't have Intune set up.
It's been like this since I started here about 5 months ago. I tried a command I found that should help: Get-AppLockerFileInformation -EventLog -EventType Audited -Statistics, but now I can’t find how to allow the apps that are being blocked.
