I've been dealing with some seriously frustrating lag issues on my PC for the past few months. Ever since I upgraded my GPU from a 6800 XT to an RTX 5080, my system randomly slows down with noticeable latency and stuttering. I've tried using DDU for a clean driver install and even wiped my entire Windows installation, but the problem just won't go away.
One major issue I've noticed is that after waking my PC from sleep, the GPU often limits itself to around 100 W, which is confusing, as resetting the GPU driver doesn't help at all. The only way to fix this is by rebooting the system. Sometimes, the computer even boots up in this sluggish state right from the start.
I've been experimenting with CPU core affinity, but it doesn't make a tangible difference. Interestingly, shifting tasks between CPU cores tends to cause really high latency, especially for USB-related activities. I also keep seeing a small percentage of CPU usage labeled as 'System interrupts' in the Task Manager, even when the system is supposed to be idle.

- 32 GB RAM (3600 MT/s CL16)
- NVIDIA RTX 5080
- Corsair 1000 W SFX PSU
I've tried a bunch of things already, like updating the BIOS, tweaking PBO settings, using different NVIDIA drivers, and reinstalling USB drivers, but nothing has worked. Does anyone have any ideas or solutions?

Have you checked your PCI-E riser cable? If you’re using one, head into your BIOS and change the "PCIe Slot Configuration" from "Auto" to "Gen 3." This setting can really impact performance.
If that eliminates the lag, it’s likely your riser cable isn’t high-quality enough for the RTX 5080, and you may need to get a PCIe 4.0 or 5.0 riser. The issues with your GPU limiting power after sleep are probably linked to the PCIe link failing to retrain properly.

I tried your suggestion! My riser is already PCIe 4.0, and I set it to Gen 4. Just to confirm, I've gone through the settings before and made sure I wasn’t on Auto.
