Help with RM1000x PSU Causing Reboot Loops After GPU Upgrade

I've recently upgraded my GPU from an RTX 3070 to an RX 9070 XT, which necessitated changing my power supply from a 650W unit to the Corsair RM1000x with Platinum certification. After reassembling my PC, I'm facing a frustrating issue: it keeps rebooting in a loop when trying to boot into Windows. I've tried several troubleshooting steps, including updating the BIOS and attempting to boot from a Windows USB, which led to temporary success followed by another reboot loop. I experimented with some BIOS settings and found that disabling the Core Performance Boost allowed me to boot into Windows, but stress testing the GPU or the PSU caused another reboot. Switching back the BIOS setting resulted in the same reboot loop without being able to boot Windows again. My old PSU works perfectly with my 1660 SUPER. I've returned the initial RM1000x and ordered a new one, but I'm still facing the same problem. I double-checked all my connections, especially the Type4 cable to the PSU, and ensured the CPU and PCIe cables were hooked up correctly. I can't determine if my build is incompatible with this PSU. Any suggestions would be greatly appreciated! Here are my build specs:
- Motherboard: MSI B550M BAZOOKA
- CPU: Ryzen 7 5800x3D
- GPU: RX 9070 XT Sapphire Nitro+ (also tested with 1660 SUPER)
- RAM: G.Skill 4x8GB DDR4 3200MHz
- PSU: Corsair RM1000x (tried two, neither worked)

I wonder if it could be an issue related to the -12V rail not being supported by the new PSU. Some older motherboards don’t utilize that voltage, but the transition to a new PSU can occasionally cause issues. Have you checked if others have encountered similar issues with the same combination of components?

It sounds like something might have gone wrong with the PSU change. Since your old PSU works, it's strange that the RM1000x isn't behaving. Have you tried testing the PSU with a different setup, if possible? Also, sometimes just reseating your RAM and other components can help with issues like this. Good luck!
