I'm building my second PC and I'm running into a major issue with my CPU temperatures. They're hitting peaks of 97°C and staying between 90°C and 97°C during high-performance tasks. You might want to post your full specs for better advice. That said, if your CPU is hitting 97°C, I believe that's pretty close to the thermal cutoff for most CPUs. It seems like your system is prioritizing performance, which could be causing it to boost up to those high temperatures.
First off, could you share what CPU you're using? Also, it looks like your radiator and fans are almost dangling—are the fans actually spinning and is the pump functioning properly?
Just a note, looking at your setup, it does seem like the radiator might not be installed optimally, but let us know what CPU you're using!
