I'm looking for a way for my CEO's assistant to be able to start all of her Teams meetings, especially if she runs behind. The Co-organizer role seems to fit what we need, but we want to avoid having to assign it for every single meeting. Is there a method for making the assistant a co-organizer for all meetings, or is there an alternative that would still enable them to start a meeting if the CEO is late?

If the assistant has Editor rights to the CEO's calendar, they'll be able to access any meeting and join it directly. However, it's important to make sure they have the right permissions; otherwise, it may not work as expected.
