How can I clone a MacPro 2013 SSD that won’t mount?

I have two MacPro 2013 'stovepipe' models. One has a functioning SSD that's running perfectly, but the other one has an SSD that's been completely erased—so much so that even a network reinstall is failing! I've tried everything from NVM2 cloning devices to different adapters, but nothing's working. I'm looking for a way to create a byte-for-byte clone from the good SSD to the non-functional one. Does anyone have tips or know someone who might? Thanks for any help!
