How can I completely wipe my PC for a fresh start?

I've been experiencing significant slowness on my PC and suspect I might have a virus, potentially from some emulator game mods I downloaded. This issue has surfaced recently after a few years of normal performance, and I'm worried about causing issues on other networks I connect to as well. I've tried various anti-virus programs without much success—only one detected a threat related to my internet connection while using my uncle's Wi-Fi. I attempted a factory reset, but not everything got wiped (like some Razer software). The 'net user' command is also not functioning correctly, as the command prompt just flashes and doesn't execute anything. I've looked into using tools like DBAN and DiskPart to completely wipe my drive but lack a USB thumb drive for that purpose. My uncle might help me get one, but I'm looking for solid advice on thoroughly erasing my PC's contents and starting anew. Any instructions would be appreciated!
