I have an old iPhone 8+ that I haven't used in a couple of years. When I tried to turn it on, it directed me to support.Apple.com/iphone/restore. I'm worried that if I follow these steps, it will wipe all the data on my phone. Is there a way to connect it to iTunes or get it working without losing my pictures and videos?

Not sure if this will work, but you could try using Image Capture to see if your phone shows up as a source. That's how many of us used to save images before iCloud Photos became the norm.
Give updating a shot! You can also use 3U Tools to try and get out of recovery mode. If that doesn’t pan out, Apple Configurator 2 (for Mac users) is usually a reliable last resort to try and fix things.
You might have a chance with iMazing to get it out of recovery mode without a full wipe, but that usually doesn’t happen. It's a bit of a gamble, unfortunately.
Log into your iCloud account and see if your photos are backed up there. That might give you some peace of mind before you try anything.
Have you checked your iCloud? Most of the stuff on that old phone should have synced to your iCloud account unless you turned it off.
