I've been dealing with consistent micro-stuttering issues on my PC, and I'm really at my wits' end. My current system includes a Ryzen 7 7800X3D processor, MSI Pro B650-P WiFi motherboard, an Asus TUF RTX 5090 GPU, and 96 GB of Corsair Vengeance DDR5 RAM. I frequently switch between a 1080p 500 Hz monitor and a 4K 240 Hz monitor, but the stuttering occurs on both setups.
I initially experienced stuttering with the Ryzen 7 5800X, despite extensive troubleshooting, including reformatting, upgrading RAM, and tweaking BIOS settings. Upgrading to the 7800X3D didn't alleviate the problem, and the RTX 5090 hasn't made a difference either.
I've exhausted all common solutions: disabling EXPO on RAM, changing memory speeds, fiddling with C-State and power settings, and removing unnecessary USB devices. Even basic tasks like moving my mouse can trigger stuttering, and it remains even when I'm not gaming.
I'm reaching out for any insights on how to completely rid my system of these stutters. Is this a common issue with AMD setups? Would switching to Intel potentially resolve the problem? I'm even open to sacrificing some FPS for a smoother experience!

Try disabling fTPM in your BIOS if you haven't already, and if you're on Windows 11, test it with Windows 10 instead. You might need to get a TPM 2.0 module if you're sticking with Windows 11 and it turns out to help.

It might be worth it to look at better RAM or tuning your current RAM settings. I have zero stutters with my setup using high-quality RAM. Sometimes latency tuning is key to smoothing out those micro stutters!

Have you thought about turning off power management settings for your USB devices in the control panel? The AMD boards can sometimes have issues with USB devices connecting and disconnecting rapidly, leading to stutters. You can disable that in Device Manager and also in your power plan settings by turning off USB selective suspend.
I had disabled the device setting, but I didn't touch the power plan yet. I'll give that a shot!
