You might find some activity logs near the licenses themselves that could show who actually pressed the purchase button. It'll probably be in the same section as the license details.
If you're using a Cloud Solution Provider (CSP), they often keep a log of these transactions and activities, which might help you figure out who made the purchase.
Just to add a side note, the 25 licenses might have been part of a trial. That number is typically what you get during a trial period before converting to a paid transaction.
